According to my experience and knowledge I think you have to include 4-6 keywords per page.

It depends on the what your website is about. If you have Google analytics it will very easy for you determine through what keywords do users visit your site through Google search or the Google keyword too that will help you determine what keyword that is more suitable.

It better to limit your keywords for a maximum of 6, so it will be easy to build the links for your website.
