You would want your ads where people would see them. Good forums are not for free and we all know it. You might find some free out there but not worth it.
This is the way it is.

There are free forum hosts out there but they are free because they put adds on your site and restrictions on your bandwidth. A simple google search for "free forum hosting" should give plenty of info to go on. Keep in mind this would mean your google ads would be competing with their ads. Now if they're using Google adsense as well, I don't think you can have two adsense accounts running on the same page and you would have to use some other form of add.

A good host (not a bulk host) costs as little as $15 a month for a package that you could host a decent forum on. That's not much for a hobby website depending where you live.

1. decide a server technology (will say what server side technology you can use when you buy a hosting plan).
2. buy the hosting plan (monthly fee with godaddy.com or omnis.com or networksolutions.com, etc).
3. find a free forum engine (there are tons for apache/linux/php hosting)
4. publish that engine to your web host.
5. ask yourself why you're starting a forum when you have no idea how or why... (this step optional).

If you can't contribute to a forum you are not allowed to place free ads on any forums. Be ready to pay a price for the service you desire.Pl. Don't think about the word FREE in online world. Everyone is doing business here. you,me this site, Google and many others.

Good host (not a bulk host) costs as little as $15 a month for a package that you could host a well-mannered forum on. That's not much for a hobby website depending where you live.
