Cool Committee of the Security Council fails to consensus on a Palestinian request

Explained a draft report to the Committee to the UN Security Council obtained by Reuters on Tuesday that members were unable to reach a consensus on the admission of Palestine United Nations.

A draft report of the Commission to accept new members, "the Committee failed to reach a unanimous recommendation of the Security Council."

And distributed the draft of the fifteen members of the Security Council on Tuesday.

The document, consisting of four pages to the Palestinian attempt to gain full membership in the UN will fail because of intractable disagreement in the Security Council. Western envoys said that the Palestinian attempt is doomed to failure because of the already pledged to the United States to use its right of veto against it if it happened and put to a vote in the Council.

Although the General Assembly of the United Nations is taking decisions on the membership of the international organization, the country that you need to make the request prior approval of the Security Council before they could go to the General Assembly.

The Palestinian President Mahmoud Abbas on September 23 to apply for full membership of the UN of the State of Palestine.

Palestinians are still able to call for Security Council vote, but diplomats say it is not clear whether they will do so given that it is unlikely that Washington needs to use its veto to obstruct.

The Palestinians will mark the moral victory and forced Washington to use its veto if they could raise nine votes in favor of the Council. And requires a decision by the Council to nine votes in favor and no veto against him.

But UN diplomats say that the Palestinians did not ensure so far only eight votes in favor.

The draft report describes the council's division into three groups plan to support the endeavor, one of the Palestinian and the other opposes the effort, while a third group intends to abstain from voting. The draft did not specify the countries.

The draft report states that some of the support "as an intermediate step that the General Assembly adopts a resolution under which Palestine becomes a state with observer status."

The Palestinians have already placed the "entity" observer, but they indicated that they may seek to escalate this situation to a non-member observer state like the Vatican. Such a situation will give them the highest position of the top and implicitly recognizes Palestine as a state.

Diplomats said the UN Security Council that at a meeting last week endorsed Russia, China, Brazil, India, Lebanon and South Africa opposed the Palestinian endeavor and the United States, Britain, France and Colombia that it will abstain if the resolution put to the vote.

It is expected to support the Palestinians, Gabon and Nigeria did not say Germany and Portugal, which are expected to refrain from voting for their position did not authorize anything Bosnia.

It is also believed that Bosnia is likely to abstain from voting because the collective presidency of Muslim, Croatian and Serbian can not agree.

The United States and Israel that the Palestinian attempt at the United Nations and a single attempt to circumvent the peace talks on condition Abbas to resume the creation of Israel to freeze settlement activity on occupied land.

Palestinians say those negotiations have failed in bringing them closer to an independent state seeking to establish in the West Bank and East Jerusalem and the Gaza Strip. They say it's time to experience a different style.

Diplomats said the draft may be amended prior to formal submission to the Security Council on Friday.
