Use Css designing tool by doing this tool you can develop a background image on your website.It is the best way to do this work.

Hi Buddy!!!

Just select your & create the fixed size of the background image then apply via css or directly call by HTML in designing page...meet again.

To make the background imaged fixed you have to add the tag <BGPROPERTIES="FIXED"> with other properties like color etc.
