How else would you optimize? If you do not have targeted keywords its like shooting in the dark.

Using unique content, creating tons and tons of backlinks, updating a site frequently and having targeted keywords for each page with correct keyword density and meta tags is a quick overview of how to optimize in my opinion

there should balance in both... concentrating on one and leaving the other will not help, optimizing keywords without a good and unique content is of no use.
