I think there should be 2 components to an "attractive blog" "form" and "function." The blog has to look good and work well. When I create a blog theme I like to pic large high definition pics similar to a desktop wallpaper, I can modify a pre existing theme or I can creat one from scratch. Coding it by hand can be well worth it but it is a tedious and time consuming task. I typically use Artisteer when I need a decent them. I modify the code by hand after I am done to include certain things like widgets and other addons.

I make sure that I include the code for widgets and make the blog very plugin friendly. Many wordpress plugins will increase not only the virability of your blog they will also add to the user experience. Adding flash animations will also make your blog look more attractive.
