when to start promotion process

Definitely with content. It helps to get crawled and indexed better rather than putting the website live without any content. Your visitors might not go back to your site if they see that the content is empty.

For software they say early and often, getting new content for your site would make it intresting enough for people to come back by.

Well, I suppose you could really start promoting right away; infact it is best to start promoting right away, but remember to add a lot of content. I mean I guess it depends if you plan to add more content right away then promoting first is the way to go.

I think you should at least update your blog once a day with something interesting. It doesn't have to be some long 1000 word post, but just writing a short informative article when you're short on time is good.
