surprisingly joomla doesn't have
seo friendly/human readable url's out of the box - you have to install an extra module for those
I'm sure Drupal is more flexible but both are behemoths. Generally far more than most users need. As for which is best - that really depends on what you're doing, who's managing it and what flexibility you need.
